A VIN verification is a California DMV inspection required to get your out-of-state vehicle registered in the DMV database. It is a physical inspection of the vehicle – the vehicle must be present. This inspection is documented on the REG31 / VIN verifier form.

What Inspections Can Private VIN Verifiers NOT Do?
Private VIN verifiers are prohibited from doing VIN inspections on certain vehicles and scenarios. These require DMV or CHP inspection:
- •Inspections on vehicles that are to be revived salvage
- •Inspections on vehicles that have been junked
- •Vehicles that are 1980 or newer who do not have their Federal Safety label
- •Motorcycles who have no supporting documents or who were in the DMV database before and fell off
- •Gray market or direct import vehicles
CHP Referrals: If you have a late model salvaged vehicle, missing public VIN, motorcycle with no documentation, or armored vehicle, you will be referred to CHP by the DMV.
Requirements to Register Out-of-State Vehicles in California
In addition to VIN verification, you will need the following documents to complete the DMV registration process:
