The 20-day rule
California requires new residents to register out-of-state vehicles within 20 days of establishing residency. Texas-specific quirks (the things Texans get caught on)
1. Electronic titles need to be converted to paper
Texas eTAG / eTitle holders need to request a paper title from TxDMV before final California title issuance. The request can be filed online at txdmv.gov — takes 2-4 weeks. You can start the California registration with a Texas registration card + TxDMV title-status printout if needed, but pre-requesting the paper title speeds the final California title.
2. California smog is required regardless of Texas exemption
Texas's emissions exemptions (for rural counties, older vehicles, etc.) don't transfer to California. If your vehicle is gas-powered 1976+ or diesel 1998+, expect a California smog test before final registration. Aftermarket exhaust, intake, and engine mods popular in the Texas scene may not pass — verify your specific mods with a California smog station before scheduling the DMV appointment.
3. VIN verification — we come to you
California requires a REG 31 VIN verification on every out-of-state vehicle. The DMV can do it free but appointments book 2-4 weeks out — usually too slow for the 20-day rule. 4. Texas dealer/trade tags don't count as registration
If you're driving with TX paper tags / trade plates, those aren't valid California registration. The 20-day clock starts at residency, not at when the paper tag expires. California issues temporary plates same-day at the DMV during your registration appointment.
5. Vehicle tax: California assesses VLF, not Texas-style sales tax
California's vehicle license fee (VLF) is part of annual registration and is calculated on the depreciated value of the car. There's no separate "use tax" at registration if you've owned the vehicle for over a year prior to moving. Recent purchases (within 12 months) may incur use tax at the California rate.
